Diaspora Investment Window

ProCredit Bank has signed a collaboration agreement with the Kosovo Credit Guarantee Fund (KCGF) to guarantee loans under the Diaspora Window. Its goal is to support businesses founded by our compatriots who live and working abroad.

WHAT IS CONSIDERED A DIAPORA INVESTMENT, AND WHAT ARE THE LEGAL REQUIREMENTS? 

Diaspora investors should demonstrate a strong commitment to investing in Kosovo by:

  • Establishing a new business, or 
  • Supporting an existing business in Kosovo founded by a diaspora investor.

Businesses with more than 36 months of experience are not eligible for this window.

The ownership structure of the new-founded businesses by the diaspora investors should be:

  1. Full ownership of the diaspora investor.
  2. Partnership with Kosovo residents (e.g., business partners, family relatives, or friends living and working in Kosovo). 
  3. Co-investment with a foreign (non-resident of Kosovo) partner.

In all three cases, the diaspora investor must own at least 30% of the enterprise. The investor should support the idea of the new business/enterprise with a business plan.

Compliance with the legal requirements and regulations:

Applicants must comply with all laws, regulations, and respective instructions governing investment and business activities in Kosovo. Additionally, applicants will undergo a due diligence process related to money laundering and terrorism financing, conducted by a registered financial institution. Applicants must not be subject to any judicial process or be listed on any international sanction list.

WHICH BUSINESSES ARE ELIGIBLE?

Eligible micro, small, and medium enterprise (MSME) must: 

  • Be privately owned and founded by a diaspora investor.
  • Be registered with the Kosovo Business Registration Agency (ARBK).
  • Have no more than 36 months of operational experience.
  • Operate in any sector, except those banned by KCGF’s environmental and social management policy.
  • Have investors with a sound credit history in their country of residence or in Kosovo.
  • Employ fewer than 250  employees.

Additional information on Kosovar origins of the business owner: 

  • Individuals born and initially residing in Kosovo who have emigrated and lived abroad for more than three years.
  • The descendants (up to the second generation) of Kosovo-born parents.

WHICH LOANS ARE ELIGIBLE UNDER THE DIASPORA INVESTMENT WINDOW? 

Qualified loans that meet the following criteria are eligible for the Diaspora Investment Window:

  • Minimum loan amount: 3,000 euro.
  • Maximum loan amount: 3,000,000 euro.
  • Minimum guarantee amount: 1,500 euro.
  • Maximum guarantee amount: 2,000,000 euro.
  • Minimal loan repayment term: 3 months.
  • Maximum loan repayment term: 84 months.
  • The loan may be used for various business investment (fixed assets, equipment, circulating capital).

WHICH ARE THE GUARANTEE FEATURES?

  • Credit guarantee coverage up to 80% of the principal amount, not exceeding €2,000,000. The percentage of coverage depends on the initial investment value *
  • The investor’s participation in the initial investment is required, with a minimum contribution of 20%. *
